On March 30, MEP Javier Zarzalejos participated in a seminar for new digital media organized by the European Parliament Office in Madrid.<\/p>\n
During the day held in Brussels, representatives of these digital media met with several Spanish MEPs who are working on legislative reports that are topical and of interest to young audiences.<\/p>\n
Zarzalejos presented them with the general lines of the European Commission’s legislative proposal to combat sexual abuse of minors, for which he is the main rapporteur in the Parliament.<\/p>\n
He explained that the need to develop this regulatory framework arises from a terrible reality, which is that in recent years, and exacerbated by the Crown, cases of child abuse have increased exponentially and, in particular, the volume of circulation of photos and videos of sexual abuse of children on the Internet. The European Union holds the dubious honor of being the world leader in hosting such material on its servers.<\/p>\n
The Commission’s legislative proposal proposes a shift from the current system, based on voluntary detection and notification by companies, to a mandatory one in which companies operating on the Internet would be obliged to assess and mitigate the risk of misuse of each of the services they offer and take measures to mitigate that risk. If the competent authority considers that these mitigation measures are not sufficient, it may request the judge to order the company concerned to use the technology it deems appropriate to detect, remove or block child sexual abuse material from its services.<\/p>\n
